I'm a HTML purist from way back, but if you simply must have frames why not
make a plain HTML entry page (or two, or three) Meta-tagged up to the wazoo
and submit *these* to the search engines?
Why more than one? Well, for those that have diverse sites where different
interests are involved &/or 20-30 keywords just can't do it justice, a few
different entry points certainly won't go astray.
I know 'front doors' are pass - but at least this technique is functional.
Think of it as a *generative* page if that makes you feel better.
