Some background on boo's dilemma:

Their global_header file has a comment at the beginning that reads

<!-- The following code is /global_include.htm. It is included onto
every .tem file on this site. *******HOWEVER********, any changes to
it must also be cut-and-pasted (or cooked) into all flat .html pages
(i.e., all files in /msboo, /dressingroom, and /zoomspin). (These
.html pages need to stay .html pages -- not converted to parseable
.tem files -- because they need to be cached by the user for optimal
experience. Any changes or additions to IW-proprietary TL code must
therefore still be JavaScript-syntactically correct UNPARSED --
otherwise we will need to start maintaining two versions of this code
-- a version meant to be included and parsed, and a version meant to
be cut-and- pasted (or cooked) and not parsed. Finally, changes to
this code must be reconciled with /global_atio_include.htm on the Atio
web server. -->

Got that? They have a global file whose contents have to be included
in at least three directories using *cut and paste* and then
*synchronized across servers manually*.

As every technologist on this list knows, this ensures that the site
will devolve into a morass of conflicting functionality as javascript
versions roll out of sync with one another.

Add to that the fact that the global header file is 13K - not just the
HTML, merely the *header file*, which is like deciding to make users
wait through the download of an animated banner add before anything
else renders.
