in 'the net' magazine we print a list of ISPs ranked by various aspects of
their dial-in service:
variation in modem speed - obvious
variation in time to connect - the time between hitting connect and getting
on
availability - actually getting on full stop
this is done by NetBasics
might not be what you're after though...
