It might if there are two conflicting actions. Actions are handle top

down.

It is best to put all your actions in a special single actions layer so

you can keep track of what is happening.

It is best not to preload the movie all the way to the end. 

Preload it long enough to allow your movie to stream at your target

audience.

You can't. If Frame is loaded can only be tested on a server.

Locally all frames start loaded so the preloader will either not play or

play once depending on the setup.

Don't use Scenes or recommend them, use labels or Movie Clips as Scenes

instad.
