That's funny, because there used to be, and there was. That's why NTSC/PAL
were developed (and enforced). Of course that's also why we've been stuck
with the limited resolution/color depth of NTSC since the 50s...
However, I do certainly agree and predict that some form of industry
standard needs to be enforced on web browsers. Maybe the inventor of the web
will hack something together once he's Chief;-)...

Investors are in love with patents, and most webheads would rather get cr*p
for free than pay a penny for quality, so its unlikely it will come from
private industry...
