No, importiing as .jpg, and then "Publish" as .jpg will apply JPEG
compression TWICE, and definitely make the image quality worse.

Instead, import your original into Flash using a lossless format, bitmap or
PNG.
When you "Publish" your .swf use the JPEG compression offered by Flash
