Yes, that's true, the WMODE attribute for the Flash ActiveX Control invokes
IE/Win's ability to composite things together. This allows background
transparency, but also the ability to overlay HTML text upon the Flash
movie.
(I'd recommend holding off on judgments about Netscape 6... it's just a
preview release. I don't know if they fully implemented a new version of
the "windowless plugin" spec.)
Summary: The browsers can easily layer static unchanging content, but can't
always layers content which actively redraws itself, such as Flash or
applets or even some FORM elements. One minor exception is IE4+/Win32, when
the Flash Player's "wmode" attribute is set.
