Marc,
In my (brief) experience, Flash *will* import 8kHz sound, but it does
a Bad Thing to it on export/publish (drops the pitch a lot and distorts
it), which is probably why the person who responded included the caveat
"if it can stand it". For voice audio/speech, it's definitely not a
good idea.
