If the announcements your client wants to make of very relevant to

the people concerned, then it would be fine to e-mail them, and

perfectly legal. I think problems occur when there are announcements

that aren't relevant or interesting to the people concerned, or if

there are too many.


If your client is concerned, why not mail the people to ask if they

want to know more? Sometimes, being honest with customers actually

works!
