The few times I have seen the scrolling method used, the reasoning behind it
was that you can no more identify someone by their email address than you
can by their phone number or postcode. Weak justification with little basis,
but there you go...

I saw this happen once (in Australia, mind you) where the courier was
waylayed for 30 seconds to do this job!
