When you select Choose File you will go to the open file dialog where 

you will have to change the box Files of Type: to All Files (*.*) or

Flash (*.swf).

But see below for much better option.

You should also learn to use Publish.

Also, Publish Preview will open the file in your default browser. Choose

HTML.
