If changing it for the entire movie, use movie properties as suggested by
others. If changing back and forth, make a stage-size rectangle in the
lowest layer on the timeline, and make it the color you need. Then insert a
keyframe where you need color to change, and apply a new color using the
bucket tool. Better yet (to save file size), make it a symbol, insert
keyframes where change is needed, and use modify>instance>color effect>tint
to apply a different color. In the tint window, be sure to move the slider
to 100% after selecting a color from the drop-down palette (click on the
color swatch). To easily make a rectangle fit the size of the stage,
select the rectangle, click command-K (align tool), set horizontal and
vertical to center, set match size to match both directions, click on
"match stage" (or some such checkbox) and hit enter.
