Don't know for sure, but perhaps this is what you're lloking for:
Why not put the layer you wanted to mask together with the masking layer in
a movieclip?
Than you can make that movieclip draggable,so you've got the mask dragged!
But perhaps you don't want the mask to cover the same area all the time.
Than there may be an other solution. I think about making a transparent
movieclip that you use in the movie. It must have the same size and position
as your mask. Than make that movieclip draggable and use actionscript to
make the movieclip that's in your masking layer follow your transparent
movieclip.
But once again, not sure that this is right!
