Import your bitmap, Insert:convert to symbol. Move

down the timeline, hit f6 to insert keyframe. Modify

Instances:color effect:alpha, set alpha to zero.

Double click the keyframe, click the tweening tab,

choose motion. This will fade the image. Works with

jpgs too.
