1) Import the bitmap
2) select it and hit F8 to make it a symbol
3) use Modify->Instance Properties->Color Effect to change the alpha.

For a fade, you must place the instance on the timeline, add a keyframe in
the same layer further down the timeline, apply the alpha effect to one or
the other instance (an instance being the occurrence of the symbol in a
single keyframe), and apply a motion tween to the timeline between the two
keyframes. Then it will change transparency gradually from one keyframe to
the next.

These are all basic concepts you will need to learn, and they are explained
quite plainly in the manual and tutorials that accompany Flash.
