The best way on a mac seems to be:


opt [             open double quote

opt shift [     open single quote

opt ]             close double quote

opt shift ]     closed single quote


Perhaps Macromedia could look at the smart quote preference option that Quark 

Xpress uses and implement something similar for styled text fields.
