I don't know how you can get them by typing (alt-asciicode didn't work
like it does in some applications) or cutting and pasting. But if you
use a text field, you can put them in with actionscript like this:
Set Variable: "quotetext" = chr(171) & "here's a quote" & chr(187)
Not sure if those are smart quotes, but they're the closest thing I
could see in an ascii chart:

any other unusual characters.
