It can be.

I haven't made it yet. I'm in the theory/planning stage on this one.

The button that has the mouseOver is a standard .gif button in HTML.

Ya think it could be used to trigger a small hidden SWF like it would a

alternate mouseOver graphic ?

The SWF would contain voice so it doesn't have to be seen at all.
