You can chose to use web safe palette or not with Flash. Flash's default
palette is the web safe one but you can use other colors as you decide. If
you mean does using more colors than the web safe ones increase the file
size, then no. If you mean will someone running their computer at 256 colors
be able to see the beautiful artwork created with millions of colors just as
you do, then no.

The question becomes, how does your target audience have their monitor's
color set. My take is that there are very few folks in my target market that
use 256 colors so I don't worry about it much as more colors does not
necessarily add to file size. However, if a client needed that capability it
is very doable.
