The simple answer to a complex question is Yes. To avoid color shifting and
to ensure greater design (color) control between various platforms (PC vs.
Mac), use the Web Safe palette. This is located on the PC version of Flash
by clicking on the solid color control tab; selecting the miniature palette
button at the top of the flyout; and then clicking on "Snap to Websafe" in
the following screen. This provides the websafe 216 colors.
