If you import sequentially numbered graphics Flash will place them in the
order of their numbers on the timeline. Kind of time consuming if your
exporter doesn't automatically number the graphics (QT Pro does, for
instance).

Open the folder in the first library, shift-click the contents, and drag
them into the folder in the second library. Its kind of buggy though...(Mac
4a)
