The issue is the potential security risks of running ActiveX. An ActiveX
control is an application, and has the capability of introducing security
holes. Obviously this is not a negotiable matter for the Pentagon.
IE runs Flash as an ActiveX control. Distributing the player to them via
their intranet will not change this. Their browsers will not run it. Period.
If there is indeed a Netscape standard there, then the whole issue is moot.
As far as I know, there are no security risks associated with running the
plugin, and I doubt they have a policy against this. (Though it may have to
be distributed internally. I seriously doubt they allow users to install
plugins at their own discretion!) There may have been a misunderstanding or
ignorance on someone's part (from the government--who'd of thought?! ; ),
but I'm sure you can get this cleared up.
I doubt they consider the swf format a security risk in itself.
