You really don't want to do this! If the file is small it won't give you a
true idea of the bandwidth available. If the file is big enough to take say
20 minutes, the client getting it will become a bandwidth hog giving your
regular users even more problems.
Most servers should report on the total bytes and average bytes per second
etc. Apache has a status module which you should turn on to get a simple
web page report.
Other than that, if you can't afford more bandwidth you can possibly tune
up your network a bit and slim down your site.
