You definately have a problem in the preloader.
checked in Netscape 4 Win 95 --

On fresh load the waiting frame (1) oames up and disappears immediately
leaving just the background an no rocket ship. When fully loaded the
rocket animation plays.

On replay the preload appears for a second then the rocket animation
starts immediately.
