FLASH: Weird movement

I've been learning the animation. Something seems weird here. On situations

where I use motion tweening and it hasn't done what it is supposed to, I've

selected shape tweening instead and it works. Another time I set for shape

tweening (that's what it was doing) it wouldn't work so I used motion

instead and it worked. I don't get it.
