You need to give the movie clip an Instance name.
In the Set-up Movie Clip Step it says:
3) Give the instance of the movie an Instance name.
Steps 1 and 2 show you how to get to the Instance Properties dialog.
At times you will have to know the complete movie clip path for your
Tell Targets and enter by hand but not if you follow this tutorial step
by step.

We don't use the Library name of a movie clip but its Insttance name to
target it. When inseting a Tell Target action and you have Begi Tell
target highlighted the box on the upper right gives you a list of named
movie clip Instances that Flash has found. You can click to enter a
movie clip with its path (from the root) if it is there. If it is not
you can enter it manually. If it is not there you might not have named
it or or the movie clip is not locally available in the frame you are
setting the action or Flash just couldn't find it.
