No Flash doesn't have paste effects. You can copy and paste actions and
you can apply some things to multiple objects at the same time.
< For example, if I have 13 objects, and I want

Select the objects then
Modify > Transform > Scale and Rotate then enter 500%.
You can also apply Rotation, Font Properties, Alignment
> and then 0% alpha channel-ed,
No way to apply a color effect to multiple objects without making them
all part of the same symbol.
