Yes, a few trees and some ground lines could do it, but actually frame
by frame would probably for at least the first 2 or 3 frames of the
shaking.

Frame by frame animation will usually draw faster than tweens but take
more bytes.
In this case as long as everything is a symbol the added byte cost
should be minor.
And frame by frame will probably be easier to get that violent shaking
you want immediately after the impact.
