I'm sorry, I can't venture a plausible guess from that "it refuses" line.
If it's of help, I can assure your friend that there are a couple hundred
thousand Flash installs to Netscape 4.x browsers each day.
(Hmm, might they be on an older 68K Mac? That can be one way to not get the
latest Shockwave Player.)
