... and to confirm and rephrase, it seems that your client is assuming that
the Flash ActiveX Control is downloaded with every viewing.
The CODEBASE attribute of the OBJECT tag instead just tells IE/Win how it
can get the Flash Player if it isn't already installed. As noted elsewhere
in the thread, this is a one-time cost, and is only incurred if that
browser brand, on that operating system, does not already have a Flash
ActiveX Control of the corresponding minimum #version.
