FLASH: Instance Confusion

I've been doing a number of animations and have had some recurring problems. One is what it takes to make the Instance option available for an object. Yesterday I was trying to use it on an object that I had a layer for, it was highlighted I made it a symbol and was on it's keyframe, and the Instance option would not come up. Sometimes when this happens is I create another keyframe right on top. But this didn;t seem to help me this time. I got around it but it seemed like hit and miss. What was I missing?
