FLASH: Inserting frames before first frame?

If I want to combine scenes by copying all frames from a first scene, 

e.g., which is short, 

how can I add it to the next scene without destroying the timeline?


I tried to add it by inserting a frame but it doesn't seem to work.


Moving the larger scene behind the first doesn't seem to work because I 

run out of memory and nothing gets copied....
