In Flash 4 it is simple use the Plug & Play timer set for 900 second.

In Flash 3 2 choices
1) FSCommand JavaScript

2) Build a nested movie clip complex. Each MC in the complex should be
about 100 frames. How many MCs and their exact setup would depend on the
frame rate and how long you want the delays for. This would not be
highly accurate.
