Not to offend, but it seems like your "full site development" skills may not
be up to those types of tasks; these types of challenges exist in every-day
consultancy firms and in a lot of our own freelance lives. It's fairly
simple to create an "include" file that does the javascript for you
once--simply pulling it from a static file and dropping it into place when
needed.

I'm not going to go much further into it, but it's not a terribly detailed
process and it's happening all over the place. There's always more than one
solution, and someone always has a much better solution than the one I think
of. It just happens that way.

I think you're just failing to see all the possibilities and writing off a
tool too quickly.
