Surely it's the makers of GIF readers like Internet Explorer and Netscape
Navigator that would really pay license fees.

Trying to get companies to pay silly fees for using GIFs is ridiculous as
you say and totally unenforceable. All that would happen is another company
will set up offering free GIF -> Their format conversions and make money out
of advertising. Then that company Unisys won't make jack shit.

It's just a case of a company getting greedy
