As seen from within Japan, I would say that, yes Flash is quite popular over
here. I subscribe to a japanese flash list that generates average 60+
messages a day, so lots of developpers are busy with the tool. And internet
is getting more and more popular, and japanese people seem to love animation
on webpages (most sites I made include some form of flash use).

Bear in mind, though, that broadband is only taking off (slowly), with most
users still on 56k modem (but that is similar to many other parts of the
world).
