If you simply want to edit HTML, then your answer is NotePad.
If you want to actually do a bit more and have some built-in functionality,
work in an environment where What You See Is What You Get (WYSIWYG), then
you're looking at DreamWeaver.
You may want to see if there's a demo (I believe there is); version 3 is
supposed to come out next month with WML support included (Wireless Markup
Language--for Cell Phones), and it should be worth the wait.
That's my humble opinion, of course.
