You can create your content for whatever you'd like. The Flash file format,
SWF, is published, documented, and written and read by many developers.
The Macromedia Flash Player is distinct from the file format. This can be
licensed, with free licensing offered for manufacturers of emerging
delivery devices. As David mentioned, folks here are _very_ interested in
having the SWF file format readable on the variety of non-computer devices.
