Flash (trace bitmap), Freehand, Streamline, also look
at Extensis' Segmation, a photoshop plug-in.

All of these require tweaking of parameters to get
best results, and if your jpegs are pixelated or have
a high level of detail, may well create much larger
files in vector format than bitmap. The extension
depends onthe vector format, ie .ai for illustrator,
segmation exports to .eps not sure what freehands
.extension is, of course also .swf.
