Foolproof method:
unlock all layers to copy, click on the "edit multiple frames" button, move
the timeline selection to include all frames, ctrl A to select all,
edit>copy frames
Make 1 new empty layer where you want to paste, paste frames... always works
flasher is generously supported by...
