Import the bitmaps(in bmp or pict format), convert
them to symbols, set up the motion and alpha tweens as
requested, export them at various compression settings
(publish settings:jpeg compression) untill you find
one that works for you.
PS, moving large sized (in pixels) jpegs and small
file sizes(swf)are pretty incompatable, for small
files, use vector art.
