Make sure the FRAME in the FRAMEST has the following: 4 tags
<FRAME SRC="3Splash.htm" MARGINWIDTH="0" MARGINHEIGHT="0" BORDER="0"
SCROLLING="NO">

Make sure the Body on the HTML page has
<BODY TOPMARGIN=0 LEFTMARGIN=0 MARGINHEIGHT=0 MARGINWIDTH=0>
