Rather than tweening, you can set up a frame loop---

frame 1:
Set Variable: "x" = 100

frame 2:
If (x > 0)
Set Variable: "x" = x-10
Set Property ("graphic", Alpha) = x
End If

frame 3:
Go to and Play (_currentframe-1)

I also tried it with an action loop but I think flash processes the
information too quickly to see the fade taking place.
