Hi....
I know in Australia there is an agency called APRA (Australian Performers
Rights Association) who negotiate the collection of royalties on behalf of
bands, performers etc... they have a form that you fill out as a
broadcaster (they even now have a category for netusage / internet
broadcasting) ... I know there is a similiar agency in Canada and the US and
they too will probably now have a policy for net broadcasting.., though the
name of it slips from me at the moment... hmmm... in canada I think it is
called SOCAN (society of composers authors and music publishers of canada)
. Basically you pay for the time used. (usually measured for broadcasting
in 30secs units) if you only use 10secs you still pay for 30. I think a
good place to start to find out about this is your local radio station as
they are always filling out these forms for every piece of music broadcasted
and I am sure they could point you in the right direction..
also as cheri suggested, you should also contact the arist/record company
for usage rights, because sometimes they can be a bit "funny" about what
their music is associated with.. ...particularily for the net you will need
their permission.
always allow lots of time for this process, it can be a bit bureaucratic...
...especially if you have a tight deadline for a production and you are
relying on getting rights for a certain piece of music.... from experience,
allow at least 4 weeks when dealing with record companies.. ...another trick
is to write or fax them... make sure everything is down on paper!
good luck...
