Marc,
You seem to have got it right in your summary. Not every client needs Flash,
even if they think they do. The key would be to look at the end user and
determine what they need. I see sites all the time that look great and are
way up there on the cool factor, but I can not find key information. If this
is a problem for a veteran user, I pity the novice. We made the decision to
use flash because of it's scalable animation, which greatly improved our
tutorials. The file size went from 28 meg for a 3D Studio rendered animation
to 180K. Yes we lost detail, but gained in overall efficiency. After showing
the committee the new site they all agree that it was greatly improved.
