in physics it means speed in a direction (I think), but i
think of vector graphics as being defined by a mathematical
equation, simlilar to the stuff you learn in algebra in high
school:

y = x + 2x + 2

defines of those parabola thingos. Basically vector graphics
are stored mathematically and not tied down to a resolution
like bitmaps stuff is.
