Because you have set the sound Sync type to Event or Start. This makes the
entire sound play regardless of what the timeline is doing. To make it
stop, select the same sound in a new keyframe's Frame Properties and set
the Sync type to Stop. Or make the sound a streaming sound, in which case
it will stop anytime its timeline stops, and will resume where it left off
when its timeline continues to play. You can also use the action "Stop All
Sounds" but this of course will stop any sounds that are playing, not just
the one you mentioned.
