Depends why you want to do it. If it's for resizability, then it might
be. If it's to cut file size, probably not.

Depends on the settings you use. If you set Curve Fit to pixels and
Corner Threshold to many corners, it'll look very much like the
original, but you'll have a big file. That's why all the posts about
trace bitmap always end with a suggestion that you "play around with the
settings" to find what's best!
