It sets a flag that prevents an .swf file from being imported into
Flash.
This has always been of minimal help and less so now that there is a
utility that makes it easy for anyone to unprotect a Flash .swf file.

The real protection is that when someone imports an .swf file everything
is on a single layer, buttons and Movie Clips only have the Face
graphics and don't function, and only images that are symbols and appear
on the main timeline are retrievable. So it is very important that you
keep back-ups of your FLA files in a safe place.

It does not prevent files from residing on the hard drive.

If you don't want someone else to use your files try not to make them
generic and include your name in a conspicuous place and/or a hidden
place.
