This is one of the uses of Wait-for-Frame or the 'If Frame is Loaded'
Action in Flash 3. These actions are created using a loop with the
Wait-for-frame as ythe exit based on a 'If frame is Loaded' frame.
Goto the http://www.FlashCentral.com/tech/ and look unnder
Optimization...... there is now a sub-category Wait-for-Frame.

What's more important than the small animations you can detect, are the
ones that are cleverly blended, so the normal visitor has no idea that
he was waiting. Preferably your movie should be set-up to stream and a
Wait-for-frame loop is added to compensate for slower than normal web
conditions.
